4. Enlist Expert Assistance

Occupations often require skills that are outside a leader's competence. “My professional military knowledge was no longer a major factor,” explained MacArthur. “I had to be an economist, a political scientist, an engineer, a manufacturing executive, a teacher, even a theologian of sorts.”

MacArthur dealt with the need for this wide-ranging expertise by enlisting outside experts to study the major issues of the occupation and recommend strategies to resolve them. He invited civilian experts to work in his headquarters. He also requested specialized expert commissions from the United States.
