Charting a Path to War in Iraq

IN 2002, THE US government, under President George W. Bush, was pushing for a United Nations Security Council Resolution that would put the Iraqi government, under Saddam Hussein, in material breach of previous resolutions pertaining to, among other issues, Iraq’s weapons of mass destruction (WMD) program. All parties agreed that weapons inspectors would go to Iraq to assess whether Iraq was now complying with UN demands. A strong disagreement surfaced when it came to next steps. The United States, along with the United Kingdom and others, demanded that a United Nations “authorization of force” against Iraq be automatically triggered in the event that Iraq failed to quickly satisfy inspectors. ...
