Four Distinct Thought Processes

Planning your data collection consists of four separate thought processes:

  1. identifying the questions that must be answered by the data collection

  2. identifying the sources that can supply the required data

  3. identifying potential data collection methods

  4. choosing the data collection methods.

Why is it important to keep these thought processes and decisions separate? Too often a needs assessor says, “I will interview so-and-so” or “I will conduct a focus group with these employees” and so on. In essence, the four thought processes—the question, source, potential method, and ultimate method—have been collapsed into one thought process, which results in the premature identification of the data collection method to be used. ...
