In its standards development approach, MPEG may adopt formal subjective evaluation procedures at two stages: at the beginning and at the end of the specification process (see Chapter 1). At the beginning it evaluates the proposals answering to a specific call for proposals, and at the end it evaluates and verifies the performance of the tools specified in fulfilling the initially defined requirements.
