The first step is to create a new account. Go to the https://moodlecloud.com/en/signup/chooseuser?plan=free and click on Create new account. Refer to the following screenshot:
After you've created an account, you can choose a plan with MoodleCloud that accommodates the number of users you plan to have and how you'll need to organize your content. Keep in mind that with MoodleCloud, you have no limits with the number of courses you can develop.
