If the site administrator enables the repository for private files, then when the user is selecting a file to be uploaded into a course (such as when submitting an assignment), the user will be able to choose from files that only they can access. These files are stored under My profile | My private files. Also, users can upload files to their private files even when those files are not part of a course.
This block gives the user a shortcut to access their private files.
