Enabling the filesystem repository

Before anyone in your Moodle site can use a filesystem repository, the site administrator needs to enable that option:

Log in to your site as an administrator
Select Site administration | Plugins | Repositories | Manage repositories

Next to File system, select Enabled and visible:
