Once a month, Todd Schulke, an environmentalist, Hugh McKeen, a rancher, and Donal Weaver, a U.S. forest ranger, sit down at the same table and talk. There was a time, however, when all they did was glare at each other: In 1991, their village of Reserve, New Mexico, was the flash point for the antifederal government movement known as the Sagebrush Rebellion II.
