Just like the iOS Dev Center, the official Android Developers site (http://developer.android.com/index.html)is the only place you need to go to get the Android SDK API syntax, rules, and definitions.
This site is also where you get the ADT tools, product updates, and official announcements. A lot of training materials and valuable guidelines can be found there as well.
