Locale and Language Support

A locale is a list of values that describe the regional settings, for example, the language and the currency symbol. In Windows 2000 and Windows 9x, default locales are assigned on a user-by-user basis. The Control Panel's Regional Options applet allows changes to these settings at any time. Each thread in the system has one associated locale. When a thread is created, the locale of the thread is set to the default locale of the user.

Data stored in a locale includes the country name, the names of the months in the locale language, the abbreviations of all the months in the locale language, code pages for both OEM and ANSI character sets, the list separator (like the commas in this sentence), the system of measurement, ...
