Saving Lists with Custom Actions as List Templates
When saving a list or document library as a template, with or without content, custom actions are not saved as part of the template. In addition, if you choose to save a list as a template and include content then any workflows that you’ve created on that list as part of a custom action (list workflows) are included in the template. However those workflows remain associated with the original list from which they were copied and you are not able to associate those workflows to any lists provisioned from the original list template.
