Page Layouts Object in Subsites
In a SharePoint Server 2010 site collection, subsites may be provisioned from publishing site templates or the publishing Feature enabled post-site provisioning. When you open subsites in SharePoint Designer, if the publishing Feature is activated then you see the Page Layouts object. However, attempting to create a new page layout from a subsite results in the new page opening in edit mode although it opens in the Master Page Gallery of the root site of the site collection. In other words, although the Page Layouts object appears in subsites where publishing is activated, page layouts are always stored in the root site of the site collection.
