Setting Anonymous Access at List or Library Level

By default, anonymous settings, just like other permission settings, are inherited throughout site collections. Also, by default, anonymous permissions include the ability for non-authenticated users to view content but not contribute, such as by adding or editing content. However, in some cases you will want to allow anonymous users to add items to a particular list, such as the ability to submit feedback and contact forms, on Internet sites.
