Administering Site Collections and Sites

Administration of individual site collections is different from administration of the backend of SharePoint. Indeed, Microsoft broke these two administrative tasks into two areas to enable the site collections to be administered by the people “closer to the ground” with SharePoint, typically the ones who use it on a regular basis for document management and collaboration.
