Outlook Web Access in Exchange 2003 provides a much more robust client interface, available via the Web. Additionally, OWA leverages newer technology, such as XML and the .NET framework, to make it more powerful and useful. Arguably, OWA has changed the most of any aspect of Exchange 2003 from previous versions.
