With all the learning solutions I've been involved in, I was always perplexed by the fact that effective training doesn't guarantee effective performance. Where does the gap come from? How can a student who tests out in the 90th percentile or higher after training not run back to work and become a productive user at the workplace? It has to do with the difference between mastery and competency.

Mastery vs. Competency. Mastery is defined as the possession of consummate skills. It's all about consumption.
