FTP is used to provide file transfers, usually across the Internet. Permissions can be set to allow all users or specific users to have permissions to files. With all of the advancements made in IIS 7, there was very little time for Microsoft to improve the already feature-sparse FTP services that IIS 6.0 contained before releasing Windows Server 2008.
