Remote Desktop Licensing (RD Licensing) is one of those necessary evils that we all want to dismiss, but without proper licensing, your terminal server will stop accepting connections after a period of time. This time period depends on the OS version you are using. What RD Licensing does is manage the client access licenses (RD CALs) that are required of a user or a device to connect to a terminal server.
