Although the utilities built into SharePoint Server 2007 make migrating from 2003 a fairly straightforward task, it's still one you shouldn't take lightly. Procedurally, the migration isn't very involved, but after you've spent months or years setting up an enterprise-level SharePoint 2003 environment, you still want to be particularly careful that when all is said and done, you don't irretrievably lose portions of your data and configuration. As you've seen in many of the chapters you've already read (assuming you took my advice and are reading through this book in a linear fashion), the first step is developing a strategic plan.
