This chapter describes developing or updating the organization’s strategic plan and the importance of the organization’s goals and objectives to the project portfolio management (PPM) process. It addresses the first four steps of the strategic phase of PPM; the result of these steps is the strategic plan, including at minimum the vision, mission, goals, and objectives of the organization. The elements of the strategic plan are discussed. After reviewing the appropriate use of numbers and measurements in Chapter 3, the final step of the strategic phase, prioritizing objectives, is addressed in Chapter 4.
