We can edit existing rules with the pen icon, or click on the plus sign to get a drop-down menu of actions we can take, the first of which is Create a new rule.... While the other things we can do are also technically rules, they are rules with most of the options pre-programmed, so think of them as rules from templates. Create a new rule... is the option that gives us the flexibility to create any sort of rule that Exchange Online will allow:
