There's a long list of other rules available in the drop-down list; those are special purpose rules from a pre-established template.
In addition to creating a new rule (either from scratch or from template), you can edit a rule, copy a rule, use the up and down arrows to move rules around in the priority list, and click on a drop-down menu to see a report on the use of the rules over various time periods, tracked by received or sent and also by whether the rule severity was High, Medium, or Low.
