Most Yammer administration will not be done in Office 365 but in the Yammer admin center. To get to its admin center, from the Office 365 admin center expand the left navigation bar and click on Yammer admin center under Admin centers:

If you are already in Yammer, you can get to the admin center by clicking on the gear icon then on Network Admin from the drop-down menu:
