Though the name would imply that perhaps this report shows you users who were blocked from communicating with those in your organization, instead it shows users in your organization who are blocked from making PSTN (telephone) calls. It isn't entirely clear if this report will tell you if another organization or user has requested to have one of your users blocked. Microsoft's documentation on the purpose of this report is pretty thin.
