Now that we have phone numbers to use and emergency locations that we can assign, the final piece of the puzzle is to activate the user's voice account. This is done under the voice users tab, shown as follows:
Before a user appears here, there's a propagation delay of a few minutes after you assign voice licenses. You may see licenses for upcoming users by changing the filter to pending licenses. You can refresh the data by toggling back to active licenses.
