The Who can share outside your organization setting

We recommend this setting if it is feasible in your organization. It allows for greater security in which only a few people will be responsible, as opposed to just allowing everyone to share externally. Of course, you should make sure those people understand their responsibilities and are trained and governed accordingly.

In order to use this setting, you must first have some security groups. They are created in the Office 365 admin center under Groups. You can have either a Security group or a Mail-enabled security group.
