The Information Rights Management (IRM) setting is a way to manage what your users can do with files from SharePoint. With IRM, they could be prevented from printing, copying text, and from uploading documents to the library that aren't protected by IRM. Although IRM works at the list or library level, this setting must be turned on in the SharePoint admin center in order to use it at that level.
