In versions of SharePoint that didn't offer a modern experience, SharePoint users with full control and above could only create web part pages and Wiki pages. With the advent of the modern experience came the ability to use the authoring canvas. With this setting, you can give those users the ability to create site pages using the authoring canvas, otherwise known as modern pages:
