Cutover migration

A cutover migration is used when there are fewer than 2,000 mailboxes or AD Sync isn't running, and the Exchange Server version is 2003 or 2007. Cutover migrations move all of your mailboxes at the same time. It isn't necessary to use a CSV file to specify which mailboxes to move; they're all going to move.
