You can decide to Restrict comments on videos here. At the moment, there's limited means for moderating comments—you can view a video in admin mode, and that gives you the ability to edit or delete comments, but there's no way to pre-emptively grant some users the right to comment while restricting others, or to hold comments in a queue to inspect them before release. Your options here are to allow all comments or prevent all comments:
