This provides the Mbps (megabits per second) limit for any streaming on the current Cassandra node. This can be configured, but would require a restart of Cassandra for that config to be reflected. It can also be increased using setsteamthroughput, but it would be reset when Cassandra is restarted, so it can be used as a quick fix during issues with node or while bootstrapping a node:
$CASSANDRA_HOME/bin/nodetool getstreamthroughput
