Managers can expect the corporate gag reflex to kick in if they try to grow software instead of building it. If they don't believe that, they should try announcing at the next executive meeting that their team is going to grow software on their next project. People at the top will protest and threaten. Resistance can be violent, because agreeing to do things differently means admitting old ways of doing things weren't all that great. As Tom DeMarco says in Slack,
