Conversation conceives a project and gives it birth. It ought to grow it, too. When some subset of the people talking about a proposed project decides there's a good enough reason to get started, they should have another conversation. This is just an extension of the what conversation they had when birthing the project. The team, which includes technical and non-technical people, should come together to figure out the first step to take toward what the software users think they want. At this point, the team should assume that people will change their minds along the way, so the final destination is unknown. All we need to know is the first step we need to take to head toward where we think we want to go at the moment.
