What is the most important attribute when making difficult decisions? Is there one thing which matters more than anything else? There could be a range of different answers including: clear strategic thinking, a strong sense of vision, seeing the long-term consequences clearly, being focused on the right priorities, or having very good antennae about the attitudes and motivation of different people.

Perhaps the most important skill is the ability to ask the right question in the right way.
