Let Users Adjust their own Settings

Once a standard user is logged in, she can adjust some of the login settings, even if she's not the Administrator. She can change her password (she has to know the current password before she can assign a new one). She can change the login picture, apply parental controls to herself, and choose which applications open automatically when she logs in.
