15.1. Start with a Clear Vision and Strategy

It must start with clarity around vision and strategy in order for any management process to have any chance for success. It can't be just clarity at the top level; it must be clear and strong enough to be internalized throughout the rank and file. The leader must articulate a compelling vision and a strategy to achieve that vision at all levels. In addition, the organization's commitment to the vision and strategy must be supported by the leader with a commitment of resources, a reward and recognition system that is aligned with the strategy, and management attention to the various elements of the strategy.
