William J. Bratton has been chief or commissioner of five different police departments. At the New York City Transit Police, he restored morale and established a patrol strategy that eventually cut subway crime by more than 80 percent. At the NYPD, he remotivated an underperforming organization to successfully reduce neighborhood crime. He is now a police management consultant.
