Part Three focuses on some of the largest collaboration questions, those related to the organizational cultures that hinder or support collaborative work. This final part of the book addresses the first mega-challenge to collaboration introduced in Chapter One, the fragmented nature of our agencies and the systems that do more to separate than to integrate people. How can we create systems, methods, rewards, and structures that foster truly collaborative cultures, that attract and support people whose default mode is to share?
