Analysis: Why Do Stat Programs Work?

In addition to the factors noted earlier, GMAP and other Stat programs seem to be producing important results for several reasons:
Openness and transparency. Mark Twain once remarked, “When in doubt, tell the truth.” Transparency is a huge plus with the public. Of course, openness can become a political problem if the numbers go south. Thus far, Stat programs have been politically beneficial. Gregoire was reelected by a comfortable margin after instituting GMAP, as were mayors O’Malley in Baltimore and Giuliani in New York City.
