Bill Leighty may seem to be unique. His move from civil service to high-level politico, his energy and creativity, may leave you thinking, “someone like Leighty could do those things, but I couldn’t.” That’s a natural reaction. And I think it’s wrong.
Consider: Leighty did things that any manager or leader could do: he carried out strategic planning, developed process improvement teams, emphasized communications, and engaged in MBWA. Nothing new there. Yes, doing away with locked doors and sponsoring a dumb rules contest seem unusual, but they’re not that far fetched. If you’re determined to make major change, you could implement these initiatives.
