Developing Anticipation

I have thought a lot about a situation that I believe is tied to development and learning from experience: How can you help someone develop anticipation in his or her job?

Let me give some background. On more than one occasion I have managed a person who in almost all respects was ready to progress to the next level but who in some essential way was not. The person was smart and hard working and sincerely believed that he or she was a good candidate. At first, although I couldn't put my finger on the problem, I knew from managing others that something more was necessary.
