Conclusion

Visioning is often viewed as a waste of time today not because people dislike what it attempts to do (they don't) but because, as it is usually practiced, it does not do enough. In its focus on the future, it ignores the current values that may well prevent the organization from undergoing the necessary development. If a leader has a vision of his or her organization that is different from how it currently functions, but leads a visioning process that is consistent with how decisions have come to be made, the result will be the same organization as before. However, if different values are manifested in the visioning process, there is a chance for fundamental change to take root.
