Many organizations figured this out a long time ago. In addition to Owens Corning, I would point out Microsoft and Pfizer as companies that do a solid job of planning, implementing, and following up on their 360-degree-feedback programs to avoid the pitfalls mentioned in the HR Magazine article.

By the way, if we look at Microsoft and Pfizer strictly through a shareholder-value lens, Microsoft shares are worth less than half what they were three years ago, and Pfizer's stock is down about 40 percent over the same period. My guess is that those declines have more to do with the overall downturn in the economy, saturation in the computer industry, and drugs coming off patent than they do with the use of any specific HR practice ...
