The philosophy embodied in the four factors linked with superior individual and organizational performance provided the context for OIL's rigorous and focused assessment of leadership talent. Once convinced that this methodology was robust, OIL launched its initiative, called Project Competence.

Project Competence was envisaged as a large-scale, complex project. OIL knew that an effective competency framework would have to incorporate an accurate understanding of the firm's strategic business context and current and future business challenges.
