It is possible that there will be substantial shifts in enrollment and research expenditures between and within academic units over a period of time. As a result of the prevalence of historical incremental budget allocations in academic institutions, the resources allocated to colleges by the central administration and to departments by deans might not have changed during this period of time. Units that experienced growth had to accommodate this growth without additional resources, while departments that shrank did not have to relinquish any resources.
