1. Discuss the origins of and reasons for formula-based funding. Does your institution receive and/or allocate any of its funds based on a formula? If not, how does it allocate funds internally to colleges and departments?
2. How are the operating, personnel, and equipment budgets allocated to colleges/departments at your university? In answering this question, ask what a department chair or dean needs to do to increase his/her budget. Are there any rules or guidelines?
3. How has the operations budget changed over the past five years for the departments of a selected college in your university? Compare this to changes in head-count enrollment and student credit hours taught in those same departments. Do they correlate? ...
