The “what should be” key measures presented in Tables 6-5 through 6-7 are results to be achieved by the year 2005, starting with the “what is,” or actual values, of the key measures in 1998. For example, department C in 1997 had average externally supported research expenditures per faculty member of $56,469 (The official report from the Office of Institutional Research with the actual expenditures for 1998 had not yet been released, hence the use of the prior year’s number). The department faculty members concluded that by the year 2005, they should be able to bring in an average of $125,000 per faculty.
