ADECADE AGO MARVIN WEISBORD AND SANDRA JANOFF were invited by the Federal Aviation Administration to lead a conference on managing gridlock in the skies. It was one of dozens of similar meetings that led to this book. In that project they witnessed a consequential example of leaders defying convention. For years assigning priorities to air traffic was a contentious source of mistrust among airway users.
