Chapter 9. Ethnicity and Race Codes
In the United States, the Constitution requires that citizens be enumerated every 10 years for the purpose of assigning congressional representation. This also affects the number of votes that states receive in the Electoral College for the presidential election.
The Bureau of the Census will also collect other information that can be used for court challenges, planning, and other purposes. It is the only federal level guide we have to use. The data is available in electronic format on “TIGER Tapes.”
