Publishing
One of the big differences between the inquiry and publishing APIs is that whereas anyone can inquire, only specific users can publish information to the registry. This means that unless you have a private UDDI registry program on your system, you may not be able to publish data without going through a signup process with one of the UDDI service providers.
The limitation on who can publish also puts a constraint on the UDDI publishing API. It needs some way to verify that a user is authorized to make a request. Unfortunately, the SOAP protocol doesn't have a standard authentication mechanism, so UDDI must do authentication on its own.
